Sheila Montney founded Win Together® LLC in 2020 with the goal of helping communities build sustainable cultures of excellence powered by people and process. Sheila brings a wealth of experience from her 35-year career in the private sector where she led transformational work as an executive in operations, technology, and enabling functions for State Farm. She led the first challenge of a financial services company for the Shingo Prize in 2011 wherein State Farm Life was awarded the Bronze Medallion. Sheila holds a nonpartisan City Council seat in the City of Bloomington (IL) and has served on various boards and commissions over the years. Sheila served as a mentor and lean coach for the State of Illinois. She has contributed to research, articles, and development materials including Harvard Business Review, Route Fifty, and Government Finance Review. Sheila served on the Shingo Institute’s Executive Advisory Board from 2015 - 2025 and was inducted into the Shingo Academy in 2025. She previously served as IQPC - OPEX Week Executive Advisory Group member. She has a Master's Degree in Government from Harvard University, and Bachelor’s in English Composition from the University of North Texas. She holds several professional certifications.
